I would like to congratulate the American people on celebrating their 238th Independence Day.

This is a time of profound and historic change for the people of Afghanistan as we undergo our first democratic transition of power. We admire the courageous Afghans who voted in both the first and the second round of the presidential election despite grave threats to their personal safety.

This is a moment of great opportunity for the people of Afghanistan, and it would not have been possible without the assistance of the United States. We thank the American people for their continued support, and appreciate the sacrifices of the men and women who have served in uniform in Afghanistan.

America has been a steadfast partner in our pursuit of a more secure and stable Afghanistan. We believe that this enduring strategic partnership will bring peace and prosperity to the region.

We wish all our American friends a very joyous Fourth of July.
